Broadening Participation Portfolio

NSF has taken a variety of approaches to broaden participation across its many programs. While broadening participation is included in the NSF review criteria, some program announcements and solicitations go beyond the standard criteria. They range from encouraging language to specific requirements. Investments range from capacity building, research centers, partnerships, and alliances to the use of co-funding or supplements to existing awards in the core research programs.

GRFP has now opened the GRFP FastLane module for NSF Fellows to apply for the GROW and GRIP professional development opportunities for 2018-2019. The programs provide professional development to Fellows through (1) international collaborations with investigators in partner countries around the world (GROW), and (2) internships developed in partnership with federal agencies (GRIP). These opportunities and how to apply are described in Dear Colleague Letters, for GROW (Graduate Research Opportunities Worldwide), NSF 16-012, and for GRIP (Graduate Research Internship Program), NSF 16-015. We will be hosting webinars in the next few weeks and will send you an email with details on how to participate in these webinars.

The newest version of the Proposal & Award Policies & Procedures Guide (PAPPG) has been published, and will be in effect for proposals submitted, or due, on or after January 30, 2017.

The National Science Foundation (NSF) has just released a variety of new resources for potential applicants to the NSF Scholarships in Science, Technology, Engineering, and Mathematics Program (S-STEM). New resources include seven narrated PowerPoints, each focusing on a different part of the S-STEM solicitation. Also newly announced are three live webcast Q&A sessions, scheduled on March 2, 3, and 6. Full details on these presentations can be found here.

S-STEM funds scholarships “to advance the adaptation, implementation, and study of effective evidence-based curricular and co-curricular activities that support recruitment, retention, transfer (if appropriate), student success, academic/career pathways, and graduation in STEM.” Applications are due March 29, 2017. Approximately 60-80 awards are anticipated.

NSF Revises Award Terms and Conditions

Jean Feldman, head of the Policy Office at the National Science Foundation's (NSF) Division of Institution and Award Support (DIAS), recently sent an email detailing changes to the agency's Award Terms and Conditions. The revisions will apply to all new NSF awards and funding amendments to existing NSF awards issued on or after July 1, 2016. The changes were made to implement the requirements stipulated in Appendix XII to Part 200 of 2 CFR § 200 (the Uniform Guidance). Revisions were made to the following documents:
  • Grant General Conditions (GC-1);
  • Cooperative Agreement Financial & Administrative Terms and Conditions (CA-FATC);
  • Cooperative Agreement Supplemental Financial & Administrative Terms and Conditions for Managers of Large Facilities;
  • Cooperative Agreement Supplemental Financial & Administrative Terms and Conditions for Managers of Federally Funded Research and Development Centers (FFRDCS);
  • International Research Terms and Conditions;
  • Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) Phase I Grant General Conditions;
  • Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) Phase II Grant General Conditions; and
  • Administration of NSF Conference or Group Travel Grant Special Conditions (FL 26).

NSF Highlights STEM Teaching and Learning Projects

For the past two years, the National Science Foundation (NSF) has hosted a video showcase, allowing researchers a chance to highlight their cutting-edge work to improve STEM teaching and learning. This year's showcase, "Advancing STEM Learning for All: Sharing Cutting-Edge Work and Community Discourse," features 156 short videos on a wide range of topics, from robots in classrooms to STEM research and education occurring in U.S. national parks. Over seven days in May, the public was able to vote on their favorite videos and participate in digital conversations with the featured researchers, many of whom hail from GRC institutions. As NSF explains, "Taken individually, the videos describe interesting projects. Taken collectively, however, they paint a broader picture of the education research community." The Campus Cyberinfrastructure (CC*) program invests in coordinated campus-level cyberinfrastructure (CI) components of data, networking, and computing infrastructure, capabilities, and integrated services leading to higher levels of performance, reliability and predictability for science applications and distributed research projects. Learning and workforce development (LWD) in CI is explicitly addressed in the program. Science-driven requirements are the primary motivation for any proposed activity.
CC* awards will be supported in seven areas:
(1) Data Driven Multi-Campus/Multi-Institution Model Implementations awards will be supported at up to $3,000,000 total for up to 4 years.
(2) Cyber Team awards will be supported at up to $1,500,000 total for up to 3 years.
(3) Data Driven Networking Infrastructure for the Campus and Researcher awards will be supported at up to $500,000 total for up to 2 years.
(4) Network Design and Implementation for Small Institutions awards will be supported at up to $400,000 total for up to 2 years.
(5) Network Integration and Applied Innovation awards will be supported at up to $1,000,000 total for up to 2 years.
(6) Campus Computing awards will be supported at up to $500,000 for up to 3 years.
(7) Innovative Integrated Storage Resources awards will be supported at up to $200,000 for up to 2 years.
